. The Marshall Islands: Skills Training and Vocational Education Project Evaluates the efficiency of the project and highlights lessons. Supplies inputs to 2 wider evaluations- the regional examination of ADB support for the Pacific and the unique examination study on Millennium Development Goals. The low instructional attainment and scarcity of Marshallese skilled workers were mainly due to the low quality of fundamental education, lack of access to education in the external islands, and weak points in abilities training and the professional and technical education system.

These supported an economy marked by high unemployment because of constrained economic sector growth and government downsizing. Joblessness was particularly high amongst the youth and women in the external islands. Appropriate local skilled workers for existing job vacancies

were unavailable, thus the importation of properly experienced foreign employees. Therefore, there was an inequality between readily available jobs and abilities of the Marshallese labour force. These conditions provided the initiative for the Government

of the Marshall Islands to prioritize technical and employment education training reforms. In 2000, ADB authorized a loan for $9.1 million to improve skills training to supply well-trained workers required for continual economic and social development. This was to be attained through an integrated nationwide abilities training system. The task included four parts: advancement of a career awareness program, skills training enhancement, enhanced abilities training opportunities for ladies and youth, and institutional strengthening. The expected outcome was increased income-generating chances and work for students, particularly ladies and youth in the outer islands. In general, the task was ranked unsuccessful. Restricted progress was achieved in making the job responsive to the requirements of its recipients and private-sector employers. The enduring weakness of poor numeracy and literacy proficiencies

among public elementary and secondary school graduates and dropouts going into college or attending voc-tech education could be partially attributed to the poor quality of standard education. The task was supply-driven and could not develop a strong linkage with economic sector requirements or align its activities with the requirements of the labour market. The status of the technical and vocational education training system has actually stayed essentially the same after job conclusion. The research study put forward that ADB could encourage the Government of the Marshall Islands, through assessment and policy dialogue, to follow through on the government's

dedication to establishing a devoted labour details system to connect technical and trade education training program offerings with industry demand. Although the project established a labour market details system, in the absence of in-house staff ability at the National Training Council, it was not completely operational.
